In the Year Two Thousand and Five.
AN ACT RELATIVE TO A STUDY BY THE EXECUTIVE OFFICE OF TRANSPORTATION AND CONSTRUCTION Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Notwithstanding any general or special law to the contrary, the Executive Office of Transportation and Construction shall conduct a comprehensive planning study of the area known as Alewife along and adjacent to State Route 2, from the intersection of State Route 2 and State Route 16 in the City of Cambridge to Park Avenue in the towns of Arlington and Belmont.
This study shall include but not be limited to issues of development, traffic, flood control, hydrology, air quality, pedestrian safety and the addition of a dedicated lane for High Occupancy Vehicles (HOV) and buses on State Route 2, to alleviate rush hour traffic delays.
Furthermore, the study shall commence with a study of the area bordered by the Route 2 Eastbound off ramp at Lake Street in the Town of Belmont, formerly the site of MDC Skating Rink, for the purpose of using said site for flood storage and control.
Within thirty (30) days of passage of this act, the Executive Office of Transportation and Construction shall submit a report to the clerks of the House and Senate detailing a plan concerning the implementation of said studies.
SECTION 2. The issuance of state highway access permits shall be prohibited along the sections of State Route 2 from the intersection of State Route 2 and State Route 16 in the City of Cambridge to Park Avenue in the Towns of Arlington and Belmont, until the completion of said studies.
